Travelling with a dog used to mean a kennel and a cargo hold. That is quietly shifting. Italian carriers are opening cabin space to larger breeds. Behavioural certification is moving from nice-to-have to a serious differentiator at the gate. Here is what we are watching.
What we are watching
Operators in Italy have moved beyond the long-standing ~8 kg cabin ceiling, allowing larger dogs on selected routes. Eligibility criteria still vary by carrier; behavioural evidence is increasingly the deciding factor.
The EU Pet Travel Scheme remains the legal baseline for movement between member states. Airline-level cabin requirements, however, have begun to diverge — pushing operators to look for a standardised behavioural benchmark.
Microchips and rabies vaccinations are mandatory and unchanging. The new variable is temperament: airlines want defensible evidence the dog can handle takeoff, turbulence, and a multi-hour cabin without distress.
Accredited trainers are taking on a quasi-regulatory role: certifying dogs against a published, multi-area framework rather than offering a personal opinion. Airlines and owners alike benefit from the predictability.
There is no single European weight cap. Major flag carriers historically settled around eight kilograms; newer programmes go higher; low-cost carriers typically allow no pets at all in the cabin.
Verifying a dog's certification used to mean a phone call to the trainer. Public registries — including ESTCA's — let airlines, vets, and owners verify a record in seconds, on the day of travel.
What airlines look for
Each airline maintains its own checklist, but a clear majority of European carriers expect the same core inputs. The last item is the one that has changed in recent years.
Issued by an authorised veterinarian. Records identification, vaccinations, and rabies titre where required. Recognised across EU member states.
ISO 11784/11785 compliant, scannable. Must match the identification on the passport. The single most important link between dog and paperwork.
Up-to-date, with a dated certificate from the vet. Some destinations require a titre test; intra-EU travel typically does not.
Soft-sided, ventilated, sized to fit under the seat in front of you. Specific dimensions are airline-defined and worth checking against the booked aircraft type.
A short declaration from your vet, typically dated within ten days of travel, confirming the dog is fit to fly. Required by many carriers for cabin transport.
The newest requirement, and the one most variable between airlines. Increasingly, carriers want evidence — not assurances — that a dog has been formally assessed for cabin travel. Read about the ESTCA five-area assessment.
Considering flying with your dog?
These are the questions experienced trainers walk owners through. They are not a substitute for an assessment, but they will tell you whether one is even worth pursuing.
Age, breed predisposition, anxiety history, and prior travel experience all matter. Brachycephalic breeds in particular face airline-specific restrictions.
A dog that has spent five minutes in a carrier on the kitchen floor is not ready for an eight-hour cabin. Most accredited trainers begin here.
A short hop is one thing. A long-haul with a connection is another. Match the journey to the dog you actually have, not the dog you wish you had.
Where a certificate isn't strictly required, it is increasingly the difference between a smooth boarding and an unpleasant conversation at the gate.
Even within a single airline, policies can change between aircraft types and routes. Always reconfirm in writing closer to departure.
